We are collaboratively building an open standard and API for harmonized Swiss parliamentary data to promote transparency, innovation and participation in Swiss politics.
As a citizen, journalist, scientist or civil society organization, it is currently only possible to follow a specific political issue at different federal levels or from A to Z at great expense or effort. The reason: the 26 cantonal parliaments, 461 municipal parliaments and the national parliament publish their data in different formats, structures and qualities that are not compatible and linked with each other. There is no free way to search data from several parliaments in a structured way or to obtain the data. This makes civil society initiatives more difficult and creates unnecessary barriers to active citizen participation. Initiatives that use parliamentary data (e.g. Prototype Fund projects: Demokratis, VoteLog, CH+ Games for Democracy) have so far been limited to data at the federal level. The effort to include the cantonal and communal level is disproportionately large due to the inadequacy of the data.
We want to close this gap. We are collaboratively setting up an open infrastructure that brings together parliamentary data from all federal levels. The data will be made freely accessible and searchable via an API and a web interface (minimal GUI). This lays the foundation for the open reuse of structured data. Existing initiatives can now also include data from cantons and municipalities and new fields of application are opening up for the use and analysis of Swiss parliamentary data (e.g. political monitoring for civil society organizations (Politpulse), transparency of vested interests: Lobbywatch, monitoring of voting behavior: Smartmonitor, techrating.ch, search and summarize council debates using AI: LegisLense). In addition, the project aims to optimize data provision and structuring by parliaments and to establish a uniform standard.
Wir bauen gemeinsam einen offenen Standard und eine offene Programmierschnittstelle (API) für harmonisierte Schweizer Parlamentsdaten und Daten zu politischen Geschäften. So fördern wir Transparenz, Innovation und Mitwirkung in der Politik.
Als Bürger:in, Journalist:in, Wissenschaftler:in oder zivilgesellschaftliche Organisation ist es aktuell nur mit hohem Aufwand oder Kosten möglich, ein spezifisches politisches Thema auf unterschiedlichen föderalen Ebenen oder ein politisches Geschäft von A bis Z zu verfolgen. Der Grund: Die 26 Kantons-, 461 Gemeindeparlamente, sowie das nationale Parlament veröffentlichen ihre Daten in unterschiedlichen Formaten, Strukturen und Qualitäten, die nicht miteinander kompatibel und verknüpft sind. Es gibt keine kostenfreie Möglichkeit, Daten von mehreren Parlamenten strukturiert zu durchsuchen oder die Daten zu beziehen. Dies erschwert zivilgesellschaftliche Initiativen und stellt unnötige Barrieren für eine aktive Bürger:innenbeteiligung dar. Initiativen, welche Parlamentsdaten nutzen (z.B. Prototype Fund Projekte: Demokratis, VoteLog, CH+ Games for Democracy) beschränken sich bisher notgedrungen auf Daten auf Bundesebene. Der Aufwand für den Einbezug der Kantons- und Gemeindeebene ist aufgrund der Unzulänglichkeit der Daten unverhältnismässig gross.
Diese Lücke wollen wir schliessen: Wir bauen gemeinsam eine offene Infrastruktur auf, die Parlamentsdaten aller föderalen Ebenen zusammenträgt. Die Daten werden über eine Schnittstelle (API) und eine Weboberfläche (Minimal GUI) frei zugänglich und durchsuchbar gemacht. So wird ein Grundstein für einen offene Weiternutzung der strukturiert erfassten Daten gelegt. Bestehende Initiativen können neu auch Daten von Kantonen und Gemeinden einbeziehen und es eröffnen sich grundsätzlich neue Anwendungsfelder für die Nutzung und Analyse von Schweizer Parlamentsdaten (z.B. Politisches Monitoring für zivilgesellschaftliche Organisationen (Politpulse), Transparenz von Interessenbindungen: Lobbywatch, Monitoring von Abstimmungsverhalten: Smartmonitor, techrating.ch, Ratsdebatten mittels AI durchsuchen und zusammenfassen: LegisLense).
Darüber hinaus zielt das Projekt darauf ab, die Datenbereitstellung und -strukturierung bei den Parlamenten zu optimieren und einen einheitlichen Standard zu etablieren.
Nous construisons collaborativement une norme ouverte et une interface de programmation (API) pour des données parlementaires suisses harmonisées, afin de promouvoir la transparence, l’innovation et la participation dans la politique suisse.
En tant que citoyen(ne), journaliste, chercheur(se) ou membre de la société civile, il est actuellement possible de suivre de A à Z une transaction politique spécifique à différents niveaux fédéraux ou un sujet politique qu’au prix d’efforts ou de frais considérables. La raison : les 26 parlements cantonaux, les 461 parlements communaux, ainsi que le parlement national publient leurs données dans des formats, des structures et des qualités différents, qui ne sont pas compatibles ni reliés entre elles. Il n’existe aucun moyen gratuit de rechercher de manière structurée les données de plusieurs parlements ou d’obtenir les données ces mêmes données. Cela rend les initiatives de la société civile plus difficile et constitue des obstacles inutiles à une participation active des citoyens. Les initiatives qui utilisent des données parlementaires (par exemple: les projets Prototype Fund : Demokratis, VoteLog, CH+ Games for Democracy) se sont jusqu’à présent limitées aux données au niveau fédéral. En raison de cette insuffisance des données, l’effort à fournir pour inclure les niveaux cantonal et communal est disproportionné.
Nous voulons combler cette lacune. Ce projet vise à mettre en place une infrastructure ouverte qui rassemble les données parlementaires de tous les niveaux fédéraux. Les données seront rendues librement accessibles et consultables via une API et une interface web (Minimal GUI). Cela pose les bases pour la réutilisation ouverte des données saisies de manière structurées. Les initiatives existantes pourront ainsi intégrer les données des cantons et des communes et de nouveaux champs d’application s’ouvrent pour l’utilisation et l’analyse des données parlementaires suisses (p. ex. monitoring politique pour les organisations de la société civile (Politpulse), transparence des liens d’intérêts : Lobbywatch, monitoring des comportements de vote : Smartmonitor, techrating.ch, rechercher et résumer les débats du conseil au moyen de l’IA : LegisLense).
En outre, le projet vise à optimiser la mise à disposition et la structuration des données auprès des parlements et à établir une norme uniforme.
