- Betreibungen qualifiziert, digital zustellen – Die Schweizerische Post AG

Explore the network of citations in Federal Supreme Court judgments! 📚 With ready-to-use data, just add your ideas and shake!
Description du défi
<h1>Introduction</h1>
The judgments of the Swiss Federal Supreme Court (Bundesgericht/Tribunal fédéral/Tribunale federale/Tribunal federal) contain a vast universe of citations. These citations have a lot of unused potential: Citation analysis can make it easier to find appropriate precedents, trace the development of lines of jurisprudence or discover changes in case law.
The <a href="https://zenodo.org/record/7793044">Swiss Federal Supreme Court Dataset (SCD)</a> contains ready-to-use data for this analysis. You should be able to rely on available citation graph tools to build a usable proof of concept in reasonable time.
<h1>Examples</h1>
An example for this is the <em>"zitiert in […]"</em> function of <a href="https://bger.li/143-I-336">bger.li</a>, which shows the incoming citations (limited to the judgments that were officially published as BGE). Going beyond just text and links, citation graphs can visualise entire citation networks and enable users to interact with them, zoom in, and go forward or backward: The <a href="https://help.obsidian.md/Plugins/Graph+view">Obsidian</a> note-taking tool is well-known for its stunning <a href="https://twitter.com/obsdmd/status/1310993743957417991">graph view</a>. Another example is the <a href="https://www.connectedpapers.com/main/65c28bed7eda1c98f589a1fc457a0273da8862ea/Judicial-Influence%3A-A-Citation-Analysis-of-Federal-Courts-of-Appeals-Judges/graph">Connected Papers</a> tool for scientific articles.
<h1>Data</h1>
The <a href="https://zenodo.org/record/7793044">Swiss Federal Supreme Court Dataset (SCD)</a> documents the outgoing citations of all judgments since 2007 in its <code>cited_bge</code> and <code>cited_bger</code> variables (incoming citations can be derived from outgoing citations). The data is readily available in CSV format.
<em>Note that citations were directly extracted from the judgment texts using regular expressions (regex): The citations therefore most likely include references to judgments that do not exist due to typos in the references. Additionally, BGE citations may not always point to the first page of judgments (e.g. citing BGE 143 I 341, E. 4.3 for p. 341 of BGE 143 I 336). For greater accuracy, it might be useful to resolve these BGE citations so that they always point to the first page. However, fixing these points is not necessary for a proof of concept.</em>
<h1>Resources</h1>
There are tools available to visualise citation networks locally, such as the open source <a href="https://git.skewed.de/count0/graph-tool">graph-tool</a>. If you implement a local application, we recommend that you create detailed instructions on how to set up your citation viewer so that your tool can be used by others. Alternatively, you may choose to implement an online tool, which requires a hosting solution, but is more easily accessible for other users.

- Gateway to Legal Data – Walter Boente
A unified search entry point into today's highly fragmented legal database landscape and a one-stop shop for legal data.
Description du défi
<em>I. The project</em>
The project aims to create legal data showcase, in other words:
<ul>
<li>a unified search entry point into today's highly fragmented landscape of legal databases, and</li>
<li>at the same time a low-threshold, accessible one-stop-shop for legal data.</li>
</ul>Traditionally, libraries have been the gatekeepers for access to legal data, especially legal texts, but also legal data in the broadest sense. Libraries not only made this data spatially accessible, but also added metadata that made the data itself searchable and discoverable.
This role of libraries has changed significantly in recent years. Today, legal data are often made available in databases by different actors, with different access and accessibility.The current fragmentation of access to legal data affects national and international research and its visibility. The project "Gateway to Legal Data" tries to create a counterbalance. Beyond the existing and desirable diversity of data sources, a unified search entry as well as a one-stop-shop for legal data shall be created. Its architecture can be described as follows:<img src="https://bucketeer-036aa605-c047-4623-8610-f1764b90cf98.s3.amazonaws.com/openlegallab/63/SLW3JU9AT1MC7K5S8H9YQWE4/architecture.png" alt=" Title " />
<strong>II. The Challenge</strong>
A running prototype can be found here: <a href="https://www.scigate.online">www.scigate.online</a>. The system is in part modularized and should be further modularized. In particular, data sources should be extended, and data aggregation added while supporting more search functionality. The linchpin of scigate.online are so-called proxies, whose task is to address data sources, translate their response and homogenize as far as possible the data to allow a unified search and access via scigate.online.
<ol>
<li>Part of the challenge will be to build more proxies to connect additional data sources, such as fedlex and other legal data sources, to the platform. This data will be harmonized as much as possible so that it can be made available via a uniformed API. In the future, this should minimize the need to write a new scraper for each legal data research project.</li>
<li>Another part of the challenge will be to present the data as search results on the platform. The proxies currently collect three lines for each entry plus a link to display the entry. The selection of what should be displayed for each entry, how it could be displayed and what existing functionality of the source systems might be used to render the search as user-friendly as possible, could be optimized. The search could also be extended by including facets or auto completion.</li>
<li>Finally, the retrieved hitlists and documents (until now only for entscheidsuche) could be used to provide additional functionality. They could be fed into AI to mark the most relevant passages, to have an automated summary or to answer a natural language query.</li>

<a href="https://challenges.openlegallab.ch/project/65">https://challenges.openlegallab.ch/project/65</a>Building on advances in NLP and machine learning the idea is to create a solution for policymakers that identifies dependencies to other laws or contradictions to existing laws before a new law is being passed. Similar to checks that are run when software is being updated (e.g. package management) I'd like to create a prototype or rather the needed components in order to make such a project work.

- Legal Instruct
A dataset to finetune large language models
Description du défi
<hr />
<h2>Lets unlock the potential of large language models in the legal industry: We propose creating an openly available Legal-Instruct Dataset.</h2>This challenge proposes the creation of an openly available Legal-Instruct dataset to finetune large language models for the legal field. This dataset would contain legal instructions in a structured and organized format, allowing LLMs to better understand legal language and tasks. By doing so, we believe that this dataset could significantly improve the legal industry's ability to leverage LLM's capabilities, ultimately resulting in better legal outcomes for all.

Die umgesetzte Anwendung bietet verschiedene Funktionen, wie z.B.:<pre><code>die Identifizierung neuartiger Begriffe, also solche, die bisher noch nicht in der SR verwendet werden;

<hr />
<h2>Our challenge is to take the pulse of the Swiss Government by combining up-to-date terminology databases with data and publications of the administrations.</h2>Words, phrases, and terms in a governmental context have a special feature: they often relate to legal concepts, and are basis of far-reaching decisions. Standard terms (also called “named entities” in computer science) need to be well defined, often with a legal basis. To be able to work with this domain-specific vocabularies, they are organized in terminology databases – such as TERMDAT, a service of the Federal Chancellery.
<img src="https://i.imgur.com/gL2oTbL.jpg" alt="" />
<em>Screenshot of <a href="https://www.termdat.ch/search">TERMDAT</a></em>
The goal of this challenge – which continues the work started at the recent <a href="https://hack.opendata.ch/project/946">GovTech Hackathon</a> – is to harness the expressivity of terminologies provided by TERMDAT and related databases, to create a high-quality and up-to-date map of current topics being addressed in the open publications of government.
<blockquote>
"The Swiss Confederation currently has almost 40k employees (~36k full time equivalents). It is not only difficult for the citizens of Switzerland to grasp the breadth and depth of which topics are worked on, the same is valid for the employees within the Swiss Confederation. Therefore, it is important to have a good high-quality overview of the ongoing work and the change of focus in regard of ongoing themes globally. Conversely, the specialists working on the terminology database are not able to read all new texts being published every day and would welcome a tool which would allow them to harvest newly coined terms or terms being used in a new context or with a different translation. Finally, end-users of texts might want to be able to click on a given (technical) word and receive a definition of that word."

Make answering legal questions related to the Swiss Anti-Money Laundering Regulation more efficient.
Description du défi
📎 <a href="https://bucketeer-036aa605-c047-4623-8610-f1764b90cf98.s3.amazonaws.com/openlegallab/98/SDOFJHS0CPOSY9PXA60LDFAP/230428_StartAML_OpenLegalLab23.pdf">230428_StartAML_OpenLegalLab23.pdf</a>
<hr />
Most financial market participants (e.g. banks, securities dealers and financial intermediaries) are subject to to the Swiss Anti-Money Laundering Act (AMLA) and the corresponding ordinances and guidelines. The AML-Regulation is a fast changing area of law and many FinTech startups have already brought a certain level of automation to it (e.g. KYC-providers that automatically identify customers through online-platforms).
Nevertheless, there is still room for improvement. Most financial market players engage in-house or external counsel to provide support in answering at least partially redundant questions concerning the application of the AMLA. According to the Money Laundering Reporting Office Switzerland (MROS) the Ordinance on measures related to the situation in Ukraine that entered into force in 2022 led to over 8'000 requests by financial market participants to MROS asking for clarifications. This despite the fact that an FAQ was published alongside the ordinance. Most of these requests were answered by hand which understandably led to a material backlog and week long waiting times for answers. It can only be assumed how many more questions with regards to said ordinance have been asked by financial market participants to their in-house and external counsels.
Questions with regards to the AMLA are often asked by front office employees. The following examples could be used: "Am I allowed to onboard a Russian national having dual citizenship (Russia/Switzerland)", "Which documents do I need to check when onboarding a foundation", "Do I need to report situation XYZ to the AML-Officer and/or MROS", etc.
For the purpose of this challenge it is assumed that the questions are redundant and their answer can be found in the public legal documentation of the Swiss AML-Regulation (in particular the Anti-Money Laundering Act, the Anti-Money Laundering Ordinance, the Anti-Money Laundering Ordinance-FINMA, FINMA Circular 2011/1 on Financial Intermediation, the Swiss Bankers Association CDB 20: revised code of conduct in the area of the fight against money laundering, the VQF SRO-Regulation).
The challenge is to think about ways to improve the current situation and build a tool/system with which the answering of simple legal questions related to the AMLA can be made more effective and efficient. This could range from building a common knowledge repository where financial market participants can share their information and answers to specific legal questions and/or building a chatbot that can automatically support in case it receives certain questions within this area of regulation. Further ideas are more than welcome. The main condition is that the data of all persons using the tool/system is protected and no personal data will be made public.

- Textbausteine 2.0
Automatisch Textbausteine in Urteilen markieren
Description du défi
<a href="https://www.omnius.ch/files/textbau/landing_search.html" target="_blank" class="btn btn-lg btn-success">Demo link</a>
Source: <a href="https://github.com/ilyaskurikhin/OpenLegal">https://github.com/ilyaskurikhin/OpenLegal</a>
<h1>Challenge</h1>
